Page was engaged to develop the 2016 Master Plan for the Texas Capitol Complex, performing the 2018 upgrade to the Master Plan as the Master Architect/Engineer for Phase I projects. The project was a comprehensive master plan for the 40-block area around the downtown Texas Capitol Complex, outlining a strategic vision and long-term goals for the most prominent site in the State’s real estate portfolio. As part of the design services, Page developed a comprehensive Owner’s Project Requirements (OPR) document that established quality expectations and technical standards for developing the buildings proposed. The OPR also set goals for energy efficiency and life-cycle cost analysis, serving our State for many years to come.

As Master A/E for Phase I, Page was the primary design firm for the re-development of this five-block area, including packaging strategies encompassing six unique, significant scopes of work. These scopes included subgrade excavation of three blocks of Congress and two building sites; relocation, phasing, and upgrades to utility infrastructure throughout the five-block project area; wayfinding throughout the Capitol Complex; assisting the CMA with logistics plans for construction activities; concept design of a new district central utility plant and chilled water distribution system; concept design of two new high-rise office buildings accommodating over 1M SF of office; concept design of a five-floor below-grade parking structure providing over 2,500 parking spaces; and the concept design of the new Texas Mall – a civic green space serving as an amenity all. Page currently serves in a quality control role, ensuring that the construction documents, product submittals, and the work being constructed are in conformance with both the concept design and OPR. Page completed the original 2016 master plan in addition to 2018 and 2020 updates.
