CapMetro needed a workplace and change management strategy to serve their vastly diverse teams. Page partnered with them to move beyond traditional assumptions and develop an equitable work-from-home policy that would apply to their entire workforce.

Page focused on the essential functions of each role—analyzing tasks, not titles. Through collaborative department interviews, we developed mobility classifications that treated bus drivers, administrative staff, and customer-facing teams with equal consideration.

Our task-based evaluation revealed new possibilities for flexibility while honoring operational realities. Executive workshops helped leaders articulate objectives and define meaningful in-office requirements based on business impacts.

By mapping potential outcomes and creating clear success metrics, we transformed abstract workplace goals into actionable guidelines that worked for everyone.
