Page, in collaboration with landscape architects Gustafson Guthrie Nichol, won a national competition to reimagine Union Square, the grand terminus of the National Mall at the base of the U.S. Capitol. This historically significant space is a monumental focal point, shaping some of the nation’s most powerful shared memories. 

Our vision for Union Square honors its historic legacy and collective memory while embracing society’s diversity, energy, and evolving voices. The design balances monumental scale with quiet reflection, creating a space that supports daily life, informal gatherings, celebrations, and moments of civic expression—including protest. 

Within this dynamic framework, the plan seamlessly integrates complex technical requirements, including perimeter security and infrastructure for inaugurations, concerts, and large-scale public events, ensuring flexibility and unobtrusive functionality. The result is a powerful, enduring public space that reflects the nation’s past, present, and future in an inclusive, adaptable, and deeply resonant way.

Translating the historic mall to enrich the public experience

The tree-lined parterres of the National Mall extend seamlessly across Third Street, framing the site before evolving into stepped terraces that flank the reflecting pool. These terraces introduce a significant permeable hardscape, thoughtfully integrated with shade-providing trees, balancing functionality with comfort. 

As the landscape moves beyond the main axis, it becomes more varied and inviting, offering serene spaces for rest and reflection. Across Pennsylvania Avenue at Site 575, the design shifts toward a more dynamic, interactive environment, presenting opportunities to showcase leading-edge sustainable technologies and design innovations. 

This layered approach creates a rich, evolving landscape, honoring the Mall’s historic grandeur while introducing modern, adaptable spaces that enhance engagement, sustainability, and public experience.

With the large reflecting pool as a central element, Page prioritized efficient water and energy use, designing a system that is sustainable and visually striking. The site's grading strategy enhances stormwater retention, achieving zero discharge into the city system while supporting long-term resiliency. 

The iconic new pool was conceived holistically, balancing water conservation, energy efficiency, aesthetic impact, and programmatic function. Using a significantly reduced water volume, the design integrates groundwater harvesting, advanced filtration, and on-site storage, ensuring a self-sustaining, environmentally responsible solution. 

This innovative strategy redefines the role of water in the landscape, creating a dynamic focal point that enhances Union Square’s identity and sets a new standard for sustainable urban design.
