Ensuring zero disruptions, our team developed a phased execution strategy to install 20-inch chilled water and 6-inch steam piping while avoiding costly shutdowns or temporary rentals. Utilities were extended from the TECO vault to the Physical Plant Building, integrating seamlessly with hospital systems. After precision cleaning and flushing, steam and condensate systems were brought online, followed by chilled water.

To further enhance mechanical performance, Page’s engineers reimagined thermal piping sequences, cutting commissioning phases from 9 to 2 and streamlining deployment. Leveraging advanced 3D modeling, the team optimized the system layout for maximum efficiency without unnecessary overbuilding. At the same time, the hospital’s backup power system was rebalanced, remapping electrical panels to automatic transfer switches for prioritized load sequencing during outages.

A first-of-its-kind innovation in the Texas Medical Center, the new backup power system allows load banks and roll-up generators to parallel with on-premises generators—without extra equipment or complex modifications. This system provides continuous operation, even in emergencies.

With new codes requiring 30 inches of flood protection, Page partnered with subconsultants to develop a future-proof resilience strategy, fortifying the utility plant against evolving climate challenges. The result is a smarter, more adaptable infrastructure—engineered for reliability and the demands of modern healthcare.
