As higher education adapts to post-pandemic realities, USF needed a plan that strengthens institutional resilience while advancing its commitment to reducing traffic and energy impacts. Page engaged diverse stakeholders and leveraged data-driven insights to assess campus space needs, developing a strategic list of capital projects for public input and city approval.
To illustrate the university’s progress in shifting student travel behavior from driving to walking, we visualized commuter data—making trends clear and actionable. The plan maps proposed projects and evaluates their alignment with city initiatives, reinforcing USF’s vision for high-impact spaces and cost-effective growth.

USF’s evolution into a more walkable campus is a standout success of its Institutional Master Plan. Guided by Page’s strategic framework, the university prioritized student housing, adding over 600 beds in just a decade.
Our analysis shows a dramatic shift in student mobility—walking is now the most common mode of transit. This transformation not only enhances campus culture and accessibility but also fosters a deeper sense of community. At the same time, surrounding neighborhoods benefit from reduced traffic and lower parking demand, reinforcing the broader impact of thoughtful campus planning.
